The purpose of this PPG is to develop a project proposal aiming to strengthen the capacity of the national plant protection system to enhance market access in Tajikistan. The State Service on Phytosanitary Inspection and Plant Quarantine (SSPIPQ) is responsible for phytosanitary inspection and plant quarantine, and serves as the National Plant Protection Organization (NPPO). SSPIPG has been notified by Tajikistan's trading partners of several non-compliance incidences related to the detection of plant pests, which threaten access to markets. 

Application of the IPPC's Phytosanitary Capacity Evaluation (PCE) tool in 2014-2015 identified key weaknesses in the phytosanitary system in Tajikistan. Building upon the findings of the PCE, this PPG is using STDF's P-IMA framework  (Prioritizing SPS Investments for Market Access) to prioritize phytosanitary capacity building investment options related to the export of plants and plant-based products. A project proposal to mobilize resources to build phytosanitary capacity and promote safe trade will be developed.
